Workshop/Convention on Global Challenges on Patient Safety

You are cordially invited to attend a workshop / convention on patient safety organized under the WHO initiative on patient safety[Global patient safety challenges I & II] at API Bhavan, 16/F Millers Tank Bed Area, Vasanth Nagar, Bangalore – 560 052 on Sunday 26th July 2009.

Experts from WHO will give presentations and there will be a symposium by the local faculty on safety interventions in surgical practice. This program will be useful for all healthcare professionals – doctors, nurses, paramedical staff and administrators and the discussion and deliberation will no doubt improve patient care.

Online Applications For Challenge Valuation From Mar-2009 Exam Onwards

The Challenge Valuation system was introduced from Jul/Aug-2008 examination onwards in order to give justice in valuation for the aggrieved students. Ever since it was introduced the University is receiving thousands of applications and due to enormity of the applications, the declaration of the result is getting delayed.

In order to speed-up the process of Challenge Valuation and to declare the result as early as possible the University has introduced Online Challenge Valuation System from the Mar-2009 UG examination onwards.

In this regard the Principals are hereby requested to follow the guidelines herewith annexed for Online uploading of all Challenge-Valuation applications received from the students and are directed to advise the concerned staff and students to strictly adhere to the guidelines provided and co-operate with the University.

Hereafter strictly no applications to be submitted by the students directly to the University and all such applications will be rejected.

The photocopies of the answer scripts of the students, who have applied, will be issued only after the completion of Challenge Valuation process.

Implementation of Challenge Valuation And Reforms in Examination System - Modified Notification

Preamble:

The Examination Reforms Committee was constituted consisting of experts drawn from all faculties to discuss the reforms in the existing examination system in RGUHS. The committee met several times and discussed the issues related to UG and PG examinations in depth. To maintain the high standards of education at P.G. and UG level, the committee strongly recommended to bring certain reforms including abolition of III and V valuation for UG and PG courses respectively which is being practiced at present. Instead, the committee strongly recommended to introduce the provision of challenge valuation and certain modification in valuation and compilation system also. The matter was discussed extensively in the Joint Committee of Examination Reforms Committee and the committee constituted to look into the grievances of students pertaining to examination related matter on 25/06/2008. The Joint Committee also recommended the said matter to be implemented from the July – August 2008 examination and onwards.

The Syndicate in its meeting held on 30/07/2008 and 07/02/2009 suggested certain modifications. The modifications have been incorporated. Hence this Revised Notification.

REVISED NOTIFICATION

1.All the Examination papers shall be valued by Two/Four different examiners as the case may be, independently.

2.The custodian shall scrutinize the valuer slips, whether all the questions answered by the student are valued by the valuers and totaling of the marks is correct. If the custodian finds that the valuer has marked as NOT ANSWERED (NA) or left blank or marked (---------), the custodian is authorized to get it checked and revalued by the same valuer if there are any of the above mentioned omissions.

3.It is decided to introduce the provision of challenge valuation for the aggrieved students and decided to follow the following conditions.

a)The candidates who have scored not less than 40% of marks in University theory examination only are eligible to apply for Challenge Valuation.

b)The candidates shall apply for Challenge Valuation within Fifteen days after the announcement of the result to the Head of the institution by remitting fee of Rs.5000/- per subject for all UG courses and Rs. 2500/- per paper for all PG courses. The Principals shall forward the details of applications so received for Challenge Valuation to the University within two days of the last date fixed for the submission of application by the candidates.

c)The applications received after Fifteen days of the announcement of the result will not be considered and no enquires regarding this is entertained thereafter. The Head of the Institutions shall not forward applications received after the due date.

d)The college shall also send hard copy along with the Fees received by the candidates in the form of Demand Draft through courier to the University.

e)The Principals / Deans shall verify the details of the application such as Register Number, Q.P.Code and subject etc., carefully and omissions in this regard are not reconsidered thereafter.

f)The answer scripts shall be subjected for independent evaluation by a panel of teachers suggested by the Registrar (Evaluation) from the list of Panel of Examination and as per the directions of Hon’ble Vice Chancellor specified by Chairman, Board of Appointment of Examiners (BOAE).

g)The marks obtained in General Valuations and Challenge Valuations shall be taken into account for computation of results.

h)The lowest and the highest marks amongst general valuation and challenge valuation(either Two or Four Valuations as the case may be) shall be excluded for final computation. The average of middle two (for the papers having double valuation) and average of middle four (for the papers subjected for four valuations) marks shall be the final marks for computation of results.

i)The challenge valuation is applicable only for University theory examinations and not for Viva / Clinical / Practical examinations.


j)It was decided to refund total amount paid by the candidate for challenge valuation if the candidate achieves the goal (pass/class/distinction) after challenge valuation.

k)The marks awarded after challenge valuation are considered as final marks and the result is announced based on the marks secured in General and Challenge Valuations. Candidates cannot reclaim old marks / result under any circumstances.

l)The above Ordinance shall be made applicable from March 2009 examination and onwards.

Migration transfer to be implemented only after approval of the Apex Bodies concerned

It is essential to produce NOC for Migration transfer obtained from both the transferring and transferee colleges to RGUHS. With a suitable recommendations the applications of candidates are referred to the Apex Bodies concerned for approval.

It is observed that the students who have applied for Migration transfer are attending the classes/practicals/clinicals in to be transferred college before the approval of such transfers by Apex Bodies. It is also observed that in most of the cases the Apex Bodies are not approving the Migration transfer which has caused hardship to the University in deciding the eligibility of the candidate to appear for University examinations because of shortage of attendance, conduct of Internal Assessment test by the college etc.

To avoid hardship to the students, colleges and University, it is informed that the students shall not be transferred/admitted from one college to another without the approval of the Apex Body (Medical Council of India for MBBS course and Dental Council of India for Dental course).

The Principals of the colleges are held responsible for any omission/commission in this regard.
