RGUHS to Start One Year Post-Graduate Fellowship Programme on HIV/AIDS

Karnataka is so highly prone to AIDS that the Rajiv Gandhi University of Health Sciences (RGUHS) now thinks a one-year post-graduate fellowship programme on HIV/AIDS is desperately needed. The course is for doctors in both private and government hospitals.

The programme, approved by the university syndicate and academic council, will most likely begin next year. The university constituted a four-member committee to frame guidelines and curriculum.

Director of HIV/AIDS programme, Kempegowda Institute of Medical Sciences (KIMS), Ravi Kumar K L, who is working with RGUHS on this, told TOI that all four southern states are vulnerable to AIDS. "RGUHS feels the need for such a programme so that people have higher training in HIV medicines," he said.

HIV/AIDS is specialized area and some doctors have not studied it in depth. "With advances in research and newer drugs in the market, there is a need to train and update the doctors in HIV medicine," he said.

Kumar explained: "We're also looking at specialists willing to impart their knowledge during the programme. There is a need for monitoring and technical support from the hospitals."

Two colleges in India offer a similar programme. Government Thoracic and Chest Disease Hospital, Tambaram, near Chennai, offers a one-year special programme for students on campus. Christian Medical College, Vellore, has a contact fellowship programme, where the module is mailed to students and they undergo intensive training once in three months. "We're looking at offering both modules in our programme," Kumar said.

The committee will involve centres where specialized services for HIV/AIDS are available. The programme will be linked to the Revised National Tuberculosis Controlling Programme (RNTCP). "About 70% HIV infected persons are prone to tuberculosis. There is a need to screen and treat them," he said. The module, which will have information about sexually transmitted infections, will have around 200 hours of theory comprising 30 components.

The university will collaborate with other organizations and hospitals actively working on HIV/AIDS. "For instance, we are looking at tying up with an NGO which works for terminally-ill patients and managing opportunistic infections. We also plan to partner with NIMHANS, Bowring, St John's Hospital and KIMS," he said.

The programme will be introduced in medical colleges which have adequate infrastructure, and later extended to other colleges. "Currently, we're looking at training 10 doctors a year," Kumar said.

All-India Health University Athletic Championship - RGUHS emerge Champions

Vishwajith Mane of Maharashtra University of Health Sciences claimed his fourth gold medal but could not prevent hosts Rajiv Gandhi University of Health Sciences from walking away with the overall championship in the first all-India health university athletic championship at the St John’s Medical College Sports Complex here on Thursday.

Mane, winner in the men’s 100M and triple jump gold medals earlier in the competition, claimed the long jump and 200M titles on the final day. He timed 23.6 seconds in the 200 metres and kicked the sand at 6.10 metres in long jump.
RGUHS claimed the team titles in both men’s and women’s sections, tallying 107 and 100 points respectively, to emerge runaway winners in the race for the overall championship.

Mane and Reena Renita Rodrigues (RGUHS) were named individual champions in the men’s and women’s sections.

Migration transfer to be implemented only after approval of the Apex Bodies concerned

It is essential to produce NOC for Migration transfer obtained from both the transferring and transferee colleges to RGUHS. With a suitable recommendations the applications of candidates are referred to the Apex Bodies concerned for approval.

It is observed that the students who have applied for Migration transfer are attending the classes/practicals/clinicals in to be transferred college before the approval of such transfers by Apex Bodies. It is also observed that in most of the cases the Apex Bodies are not approving the Migration transfer which has caused hardship to the University in deciding the eligibility of the candidate to appear for University examinations because of shortage of attendance, conduct of Internal Assessment test by the college etc.

To avoid hardship to the students, colleges and University, it is informed that the students shall not be transferred/admitted from one college to another without the approval of the Apex Body (Medical Council of India for MBBS course and Dental Council of India for Dental course).

The Principals of the colleges are held responsible for any omission/commission in this regard.

12 Years on, RGUHS Looks to Move Campus

For the first time since the Rajiv Gandhi University of Health Sciences (RGUHS) came into existence 12 years ago, its planning board -- responsible for monitoring its development -- met and discussed plans to take the varsity forward. Shifting of the campus to Ramanagaram and a Vision 2020 document detailing the varsity's plans were on the agenda.

"We have 50 acres in Bheemankuppe. But as per legislation, we will have to relocate to Ramanagaram district. The government has told us that of the 71 acres, 62 acres of land is litigation-free. The remaining land is still to be cleared," S Vasantha Kumar, board convener and university registrar told adding that the university is working on this.

A document with the university's plans -- Vision 2020 -- will be drawn up. The registrar said the varsity is planning collaborative programmes with Indian and foreign universities, faculty-training programmes with other universities and implementation of virtual classrooms via satellite. "We have experts in some subjects. Their knowledge can be imparted to students of other colleges through virtual classrooms," he said.

The varsity also plans to mobilize funds for research activities. As part of its short-term plans, the board has proposed training of teachers, especially in research methodology. "In the long term, we want to set up independent P-G centres and develop the campus. For independent centres, we need to have our own hospitals," he added.

Though RGUHS was set up in 1994 and started functioning two years later, the planning board was constituted only in August/September after vice-chancellor Dr S Ramananda Shetty took charge. As per Section 27 of RGUHS Act, 1994, the board is the principal body of the university, responsible for monitoring its development in accordance with objectives.

However, other authorities -- Senate, Syndicate, Academic Council and Finance Committee -- were constituted earlier.

Besides the RGUHS vice-chancellor, chairman and convener of the board, it has five members -- K Balaveera Reddy, former VTU vice-chancellor; M B Prakash, former additional chief secretary; Satish Jigini, V-C of BLDE University, Bijapur; M R S Rao, director, Jawaharlal Nehru Centre for Advanced Scientific Research and S Kumar, executive secretary, Comed-K. Each member has a 3-year term.

Colleges Seek Complete Ban of Mobile Phones

In the ground of massive misuse of cellphones among college students inside the campus, especially during the examinations, most of the college managements are now busy confiscating mobile phones from students and taking strict measures to ensure complete ban of cellphones in campuses. Students use mobile to cheat during exams as well as to send obscene messages and MMS clips.

Though the Rajiv Gandhi University of Health Sciences (RGUHS) had issued a circular to its affiliated colleges to ban cellphones in the premises of the college, the rule is strictly enforced during the university exams. It is not considered during other exams like internal tests. College authorities now want the rule to be strictly followed not only for exams, but also for regular classes.

In the past 10 days, Vydehi Institute of Medical Sciences and Research Centre confiscated 219 cell phones. After some students being caught for downloading answers from the net, the institute asked the parents to sign an affidavit stating their wards will not carry cellphones. "We were shocked to see the kinds of messages and obscene pictures stored in the confiscated phones," said Kalpaja Dalavoi, Director, Vydehi Institute of Medical Sciences and Research Center.

Most of the colleges have arranged telephone booth facilities inside the campus. But students still depend on cellphones as it has become a distraction for them. "Cellphone addiction is in a way more harmful than drugs. Even after confiscating the handsets, we found students getting a new one the very next day," Kalpaja added.

The university convocation is tentatively scheduled to be held on March 28, 2009. The university has short-listed the names of former President APJ Abdul Kalam, ISRO chairman Madhavan Nair and Lokayukta Santosh Hedge to be the chief guest for the 2009 convocation.

RGUHS Gives Approval For CoD Probe, Students Fate Hangs in Balance

The Rajiv Gandhi University of Health Sciences (RGUHS) Syndicate, the highest decision making body of the university, has given its nod for the Corps of Detectives (Cod) probe into the September 2004 Internal Assessment scam.

The report of the J K Arora Committee, constituted at the behest of the Chancellor, to probe the IA scam was placed before the Syndicate at its meeting on November 25. While stating that the tampering of marks had taken place at the computer-operators’ level at the university, the report stated: “The committee has not been able to find any conclusive evidence to pinpoint the responsibility on any particular person or persons...

It therefore recommends that a thorough inquiry be conducted by COD.” The RGUHS has accepted the report of the Arora Committee and decided to write to the State Government to order a CoD probe into the case. The marks alteration scam relates to the RGUHS September 2004 MBBS exam involving 14 students of six medical colleges. Some of the students were issued admission tickets although they had secured less than 35 per cent marks in the IA exam.

Fate of 135 students hangs in balance The fate of students at B R Ambedkar Medical College, Bangalore, and Al-Ameen Medical College, Bijapur, hangs in the balance as the Medical Council of India has stopped admission to under-graduate and post-graduate colleges in these colleges for this year.

As many as 100 students have been admitted to the UG course at Ambedkar College this year.

There are 33 students who have joined the PG course. At Al-Ameen Medical College, two students have been admitted to MD in Forensic Medicine.

RGUHS Syndicate which discussed the issue, decided to seek the opinion of the state government before taking further action. Several students have been admitted to these colleges under the government quota through CET conducted by KEA and PGET conducted by RGUHS.

Dental Course Loses Sheen

The state may in the near future face a severe shortage of dental professionals if the statistics gathered by the Karnataka Examinations Authority (KEA) is any indication. Most of the seats for dental course in colleges across the state were being left unfilled for the past three years.

To overcome the problem, the state government is planning to propose to the Dental Council of India and Rajiv Gandhi University of Health Sciences (RGUHS) to change the eligibility requirement of admission to dental course.

"The government is planning to request both the bodies to fix minimum of 40% marks to enter dental course," said one of the top officials from the department of higher education on condition of anonymity.

RGUHS recently announced there will be no changes in eligibility criteria, one must have to score minimum of 50% marks to get admit in to dental courses. "This shows that the government's proposal will be rejected from RGUHS," added that official.

There are 39 dental colleges with 2,600 seats in the state. Of this, 846 seats have to be filled from the government quota and 1,745 from management, and the rest nine (this number varies from year to year) seats for all India quota.

Unfortunately, in 2008 out of 840 government seats 566 left unfilled.

"The compensation package of the junior dentists must improve, as that is the main reason why students are not opting for dental course. Senior dentists have not created an environment for juniors," said S Kumar, secretary, Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMED-K).

Now, Campus Placements at RGUHS

Business schools across India may be feeling the heat of global financial meltdown, but students in colleges affiliated to Rajiv Gandhi University of Health Sciences (RGUHS) can start dreaming about landing better jobs once they graduate next year.

The RGUHS Syndicate, one of the key decision-making bodies of the University, has given its nod to set up an Employment Cell that will network with hospitals and healthcare companies to provide better placement facilities to passouts.

At its meeting last month, the University decided to collaborate with the Directorate of Medical Education, autonomous institutions and other affiliated colleges to work out modalities for setting up of the Employment Cell.

“Already engineering colleges and business schools have the system of campus placements where companies are invited by institutions to recruit students. We want to extend this concept even to medical, dental and nursing students.

There is a shortage of health care professionals and we will try to see how our students can fill the gap,” RGUHS registrar Vasantha Kumar said.

The Syndicate also took cognisance of complaints made by Sudanese students at KKECS College of Pharmacy, Bangalore.

The students had complained about poor infrastructure and lack of qualified staff to the Chancellor, who referred the matter to RGUHS.

The University has now decided to seek legal opinion regarding transfer of students to other colleges.

The JK Arora committee report on the internal assessment marks scandal of September 2004 was also placed before the Syndicate.

The members resolved to discuss the issue at the next meeting on November 25. The view of the Syndicate has been due for more than two years now. As per the RGUHS Act, the government cannot initiate action on the probe report without seeking the opinion of the Syndicate.

Medicos Urged to Follow Ethics

A man tells a doctor he is HIV positive and requests him not to disclose it to his wife sitting outside the consulting room. What should the doctor do?

This is the dilemma most doctors face everyday.

Dr Lakshman K, a consultant surgeon, said "A doctor is allowed to breach confidentiality only when a patient is about to cause harm to himself, to another individual or to the community.”

In situations like this, the doctor has to convince the patient before disclosing the grim truth to his wife and counselling her if she happens to break down, Dr Lakshman said.

He was addressing medical students on the 'Ethical dilemmas in clinical practice' at a symposium held by Kempegowda Institute of Medical Sciences here on Tuesday.

Speaking on the `Efforts of Rajiv Gandhi University of Health Sciences (RGUHS) in introducing ethics in curriculum’, Dr DK Srinivas, former director in curriculum development at RGUHS, said teaching of ethical aspects of medical practice would promote development of scientific temper of mind in doctors.

He said RGUHS was the first university to start teaching ethical aspect as a part of the curriculum. It was prepared by a panel of experts from Indian Council of Medical Research (ICMR), NGOs, professors from different medical colleges and transplant specialists.

Dr Chikkananjappa, president of Karnataka Medical Council, said a doctor should uphold the dignity and honour of his profession with the prime objective of rendering service to humanity. Rewards and financial gains should not be the main objectives, he said.

Medical Colleges Help Students Clear Exams

Three first-year medical students secured 58 out of 60 marks in the Internal Assessment (IA) conducted by their college, but failed in the university exams in all subjects. But these students were deemed to have passed.

We may find this shocking , but not for the medical colleges which use the apex body norms to their advantage . The candidate's marks in Internal Assessment and university exams are added up to determine his pass or fail status.

First-year students have five papers - two anatomy, two physiology and one biochemistry . Each paper carries 100 marks. Of these 100, 60 marks are allotted for internal assessment and 40 marks for viva voce, for each subject.

The total marks per subject for theory is 300, of which the student has to get 150 to pass. Many students score high in IA and viva voce, but fare poorly in theory.

This is because medical colleges are very liberal in IA. When results are announced , colleges register a high pass percentage, which also helps them get more students.

When Rajiv Gandhi University of Health Sciences (RGUHS) unearthed this unethical practice, it sent a team to inspect the various colleges. Answer scripts of students were confiscated and examiners will now have to give an explanation before the professional misconduct committee.

The university decided to implement the system prevalent in Maharashtra for 2009-10 , which relates to a Supreme Court judgment. The order said it is mandatory for a student to secure 50% pass marks in university-conducted theory and practical examinations.

The IA marks are taken into consideration for a candidate to be eligible, by securing 35% for appearing in university exams. Ultimately , a candidate who passes should secure a minimum of 50% in the university-conducted examination, plus an overall percentage which includes IA, should also be 50%.

"RGUHS has relayed the same to the Board of Studies on this. Next, it will be placed before the academic council. Meanwhile, RGUHS will send a circular to all colleges and seek suggestions," said S Ramananda Shetty, vice-chancellor, RGUHS.

RGUHS is organizing Cultural and Literary Competitions in various events according to the programmes of Association of Indian Universities which are detailed below for selecting RGUHS cultural contingent to participate in the South Zone/National Inter University Youth Festival.

First All India Inter Health University Athletic Meet - 2008

The 1st ALL INDIA INTER HEALTH UNIVERSITY ATHLETIC MEET - 2008 for Men & Women will be conducted in Bangalore from 16th to 18th December 2008 at St. John’s Medical College,Bangalore..

      Furnished below are the information regarding the meet.

  1. The Athletic Meet will be held from 16th to 18th December 2008 at St. John’s Medical College,Bangalore. (We have revised the dates and venue due to the on going work at the Sree Kanteerava Stadium)
  2. As of date 11 universities have confirmed their participation.
  3. Last date for receiving the detailed entry by name is on 5 th December 2008.
  4. Teams will be provided Transportation from Bangalore City / Yeshwanthpur Railway Station if prior and confirmed information is furnished by the Participation University with detailed entry. Transportation will also be provided from place of stay and back during the days of the competition.
  5. Rules of the Amateur Athletic Federation of India will be followed unless and otherwise specified earlier.
  6. Un-Furnished Accommodation will be provided from the morning of 15th December 2008 till the evening of 19th December 2008 and athletes are advised to carry light bedding and woolen blankets.

  11. Teams are requested to carry two flags of their universities and submit the same to organizers at the time of registration.
  12. Each Athlete will be provided with two chest numbers to be fixed one in front one in one at the back with out which/he/she will not be allowed to participate.
  13. Managers meeting will be held on 15-12-2008 at the venue at 5.00 pm.
  14. Athletes have to report to concerned officials 10 minutes earlier to scheduled time of the event.

Don't Embrace Medical Profession to Make Money - Dr S R Shetty

Sullia, Oct 22: The graduation day was celebrated at the KVG Dental College here on October 20.

Delivering the keynote address on the occasion after conferring the degree to the students, vice-chancellor of Rajiv Gandhi Health Science University of Bangalore Dr S Ramanand Shetty said that every year 50,000 students come out with medical, dental degrees. The medical profession should not be taken for making money but to respect human values and serve to every layer of the society. Strictly speaking it is not a profession but a vocation, he added.

The vice- chancellor of Kannur University Dr P Chandramohan was the chief guest. Founder president of Academy of Liberal Education Dr Kurunji Venkataramana Gowda inaugurated and presided over the programme.

General secretary of Academy of Liberal Education Dr Renuka Prasad K V, director Dr Jyoti Renuka Prasad, secretary Paddambail Venkataramana Gowda, head of department Dr Jayaprasad Anekar were present.

Governor Steps In, Seeks CoD Probe Status

The Rajiv Gandhi University of Health Sciences (RGUHS), which is sitting on the report of the J K Arora committee that probed the internal assessment marks scam of September 2004, has finally decided to place the report before the Syndicate this month.

Taking cognizance of the Express reports on September 25 and 26, the university will table the scam report during the Syndicate meeting on October 24. File notings accessed under the Right to Information (RTI) Act had shown that though the medical education department asked the RGUHS to place a copy of the Arora Committee report before the Syndicate in May 2006, the university hadn’t acted.

Meanwhile, Governor Rameshwar Thakur, who is the Chancellor of RGUHS, has sought an action taken report from the State government on the inquiry report submitted by J K Arora, former additional chief secretary.

CBI Court Grants Bail to RGUHS Ex - Vice Chancellor

A special court of the Central Bureau of Investigation (CBI) has granted bail to P S Prabhakaran, former vice-chancellor of the Rajiv Gandhi University of Health Sciences (RGUHS) and 17 other accused, allegedly involved in the Post-Graduate Entrance Test (PGET)-2006 scam.

Special court judge Harish Kumar on Tuesday granted bail to 18 of the 20 accused in the scam. Two others were absent at the time of hearing.

The CBI had filed chargesheets against P S Prabhakaran, former registrar V I Hukkeri, 16 students and two middlemen in the special court.

In the chargesheet, the CBI has stated that P S Prabhakaran and four other Rajiv Gandhi University of Health Sciences officials had fraudulently given access to Nitish R Desai and 15 other students to question papers for monetary benefit.

The 16 students against whom chargesheets were filed and who have been now released on bail are: Nitish Desai, Anand Haliyal, S A Giridhar, Mekhala Dwarkanath, Sandeep B E, Meha Bansali, S C Ashok, H Srinivas, Bhavani Hulinaykar, Sida Tagore, R Babita, Nandita Shetty, Harsha S K, M H Raman, Shantanu Shavkar and Girish B.

Two middlemen from the Rajiv Gandhi University of Health Sciences __ Rajgopal Reddy and Sumanth Hegde __ have also been chargesheeted.

The CBI had slapped cases section 420 (Cheating) and 409 (Criminal breach of trust) and 120 (B) read with section 34 of Prevention of Corruption Act, 1988.

Appearing for P S Prabhakaran and V I Hukkeri, senior advocate Kiran Javali argued that the accused were not arrested during the course of investigation and the sections charged against the accused were bailable offences.

In that case, custodial interrogation of accused was not necessary, he argued.

60% Dental Seats Are Unfilled

Having heard of shortage of doctors, teachers, lecturers and so on, it's time to turn to another similar trend. Going by vacancies in d
ental colleges in the state, it's likely that a shortage of dentists will affect us in the years to come. The figures are shocking -- over 60% of the seats in dental colleges in the state have not been filled.

The Rajiv Gandhi University of Health Sciences (RGUHS) has taken serious note of this and drawn up a plan to reduce the bar to fill up vacant seats. The proposal will be sent to dental education regulator DCI soon.

If RGUHS has its way, a student who has scored 50% marks in PU but not crossed the bar in CET, will still be able to compete for vacant dental seats. Going by the fact that the number of vacant seats is increasing every year, this should not be improbable. In other words, candidates who have secured eligibility criteria in optional subjects in PUC (PCB with 50%) but failed to secure eligibility - 50% - in the Common Entrance Test (CET) will be allowed for vacant seats.

Nursing Institutes Violated KNC, RGUHS Notification

Nursing institutes in Karnataka are violating notifications issued by Karnataka State Nursing Council (KNC) and Rajiv Gandhi University for Health Sciences (RGUHS), regarding websites.

The KNC had issued a notification on June 7, 2007, stating that all nursing schools in the State should compulsorily have their own websites with details of the institute’s infrastructure, bio-data of the teaching faculty, details of recognition, fees and admission procedure, audit-account statement of each academic year and other information.

The notification also states that if any institute fails to do so, KNC would derecognise it. Even after one year of issuing the notification and subsequent warnings, many schools do not have their own websites.

Karnataka's First Dental College Turns 50

GDC - GOVERNMENT DENTAL COLLEGE, BANGALORE
Karnataka's prestigious Government Dental College and Research Institute, Bangalore, has tuned 50 this year.

To mark the Golden Jubilee celebrations, the College staff has planned to arrange several programmes in the last week of December at the college.

The college was established in 1958 by the efforts of and vision of the erstwhile Mysore Government to provide oral and dental healthcare to the people and to provide education in the oral healthcare. Now, the college has 76 teaching community members.

Started with an annual intake of 10 candidates, the college was functioning from the outpatient block of the Victoria Hospital, the college earned reputation over the years owing to the selfless service determination of the late S. Ramachandra, who served as the longest principal of the college from 1958 to 74.

It was the efforts of founder-principal Ramachandra, the college was moved to the present building in 1965. It was granted the autonomous status on January 25, 2007. Now, the college is affiliated to Rajiv Gandhi University of Health Sciences, Bangalore.
